That is exactly what this is. The system basically put Noele on the path to becoming a Hero the moment Amelia promised to have her back if she ran afoul of an eldritch threat that was beyond her. The System is Hell-bent on getting Amelia to fight off the Void God by any means it can. If it can't bribe Amelia herself with a Godly Class then it will bribe a heroically bent person she cares about knowing that Amelia will jump in to protect her pupil when said pupil inevitably crosses swords with the forces of the Void.

After all, not hiring someone cause they don’t have the class they need yet is pretty much just refusing to hire someone in our world cause they don’t have 20 years experience.
