The Paradox of transformation based games

Its actually applies to any bad end theater type of games but its i find that its more potent in transformation based ones (mostly because i play alot of them). but the main issue is the idea that losing is the desired outcome. or at the very least that losing it where a majority of the content is. and likewise being skillful in these types of games means that you see less if it. 

its weird for difficulty balance. do you want to make the game fairer by having the transformations be rare or do you want to make it easier to transform but subsequently make the game harder? in my game i use a base 4% chance that any given attack will be one that transforms you, but i find that makes it pretty easy to get transformed. especially if you don't have a good weapon, as having a better weapon means fights take less time. but i understand that the transformations ARE the content. and it would be frustrating being prevented from seeing it.... but its also frustrating seeing it too often. mainly for variety reasons. 

its a strange problem and one that i do not have a good answer to. because its fighting two different goals.
