Neutral Creeps New AS/BAT Explanation in 7.31

In 7.31 Valve changed starting attack speed and base attack time of neutral creeps. The starting attack speed was used to be 100 (mostly) and they doubled the amount to 200. It sounds cool but the BAT (base attack time) was changed too. The higher the BAT the lower advantage you get from attack speed buffs. Let me explain it one by one:
- 1. New starting attack speed made all Kobolds hit faster as before the patch. All values are more rounded up now. In my opinion it was made because the Kobold Soldier received a disarm ability which requires hitting its target.
- 2. Not only Kobolds but Dragons also hit a bit faster and feel less clunky to control in general due to the new turn rates.
- 3. New BAT made IAS a little bit less effective. This is direct Penitence nerf as now with +120 bonus attack speed you attack less by 0.03 - 0.5 attacks per second than before. Some creeps like Kobolds feel the same, some creeps are significantly worse (Ghost) due to those BAT changes.
TL;DR: creeps are buffed due to the damage type changes (another post I made) but balanced out a little because of the increased BAT. Penitence now is a must have to max first in my opinion.
