The only reason the Rottweiler was aggressive was because it was taught to be. One of the brothers was always antagonistic and hitting at the dog to make it more aggressive. That's why they showed the scene of him and the dog in the cage with the stick.

It was also referenced by lex in the first episode of the season when he was talking to his father in jail, saying he was on an expedition to find “Three relics, hidden around the world by scientifically advanced ancient cultures. Legend has it that when united, they point the way to a treasury of knowledge that puts the Library of Alexandria to shame” So far what we know is immense knowledge and power regarding these stones. But more on that in the following episodes

It has been established that all the stones are Kryptonian, but there are some people like Isobel that are looking for them as the stones promise power. Trust me the resolution of the storyline is great and has noting to do with Lana's connection to the witch, it's just one thing in a more complex story. The symbol that the witch has we can assume she tattooed it because she saw the symbol sometime during her life, it's not her stone like you believe. She is just looking for it and the other two.
