"She was so annoying that Rossi had to profile her" was a great observation. I understood and respected what they wanted to do with this episode, and Hotch speech about the public knowing only the killer and not the victims was great, but it did had some issues. They wanted to shift focus to what happens when law enforcement becomes too focused on appearance rather than helping the victims, but they didn't really show us a victim to relate and bond with that strongly. They wanted to focus less on the killer, so we didn't get an interesting bad guy and thus no real tension. They wanted to show a cop at a crossroad regarding priorities, but it was so clear that she was never going to take the right path that it just became annoying. The most interesting part was Rossi seeing himself in her and reflecting on his past, but that can only go so far in a 40 minutes episode.
