Gravity adds a truly impressive amount of damage to a choke. When one hundred percent of your own weight is pulling down to choke you unconscious, there isn't much you can do. On top of that, you have nowhere to gain leverage to try to escape!
With her mastery of wind, Janna doesn't need her own height. She doesn't need gravity, either. Once she gets an arm around the neck of her foe, all she has to do is take them both to the air- the drag from her flight is dramatically worse than simple gravity.
Oh, and good luck escaping the hold. Even if Miss Fortune gets out... I'm not sure where she would want to go.
