Well, I messed up the event when talking with Sebastian in the last patch (0.9.1) and created a new issue . . .

In short, when you finish the Path of Strength dungeon, go back to the bar, and talk with Sebastian, you start a conversation that is the same one from the prologue (the one that plays after you defeat the kidnappers). Then, the game updates the story and objective, telling you to visit Marcus.
