Udyr down a tier, nerfs to his E movespeed hurts his ability to find angles in teamfights and to proxy.

Trynda a bit better, but 14.19 was very bad patch for tryndamere, IE being nerfed so hard hurts trynda very much, and less movespeed on his items hurt him too, garen down same reason.

Veigar nerf does barely anything, his W was already gutted when they did 100% ap ratio to 70%

Udyr is GOAT of jungle this patch, good into other OP champions like skarner, doesnt care about the nerf of AP for liandry, other champs got their clear speed nerfed, udyr did not.

Elise is very good if sidelane matchups are volatile, like renekton vs jayce/gnar etc. Otherwise shes still the same type of champion as before.

Some Champs that interact well with mages will jump up tiers/priority in those specific drafts (Setup champs like Leona Naut Pyke Blitz, or enchanters for spells like Nami)

Basically, Mages are generally better than ADCs this patch, Veigar Ziggs Lux Syndra etc.
Reason being: ADC items are more expensive ( IE, Collector) and stats are worse (IE, LDR, Zeal items etc) Mages spike harder on 1-2 items than ADCs does.

Karfus Brand Heimer down a tier, i think these mages are better vs actual adc champions rather than mage vs mage matchups.
