GP has so many problems imo, but good buff

Sion has a stronger lane than a lot of other tanks in early game, and this buff helps him use that , up a tier.

Skarner down a tier, one issue with skarner in soloq too is how hard it is to get ahead when u are against these ap carry jglers people play and then it feels hard to have impact, so these nerfs to his tankiness hurts him in his easy matchups too.

Cassio nerf is not rlly relevant, most of the time you are playing E max and E damage, this nerf mainly targets cassio vs orianna type matchups where playing Aery and Q max is good.

Jayce mid up a tier, if you build Hubris > Manamune with Absolute focus Jack of all trades, you are quite buffed this patch.

Ashe down a tier, yes she wins lane, but before she wasnt so weak later in game but now feels like champ deals no damage and only wins...
