Constituents are the people living in a parliamentary district in a democracy, i.e. all those represented by their respective member of parliament. Subjects is a term general used in dictatorial or absolute monarchies, i.e. it's what kings and queens have, and these days, it's mostly used in a pejorative way, when you want to emphasize that the people have no power and are at the mercy of their monarchs. What Monica is saying that the government of Earth still technically represents a democratic system, even in a time of war, and Avasarala is only a representative of the people and as such, she has a responsibility to be transparent, unlike dictatorial monarchs. Though I think the term "constituents" isn't quite right here either, "citizens" would probably be more apt because as I said, constituents are only the people represented by their respective member of parliament. So assuming Earth has a parliamentary system (although it's a bit unclear, seeing as we previously saw what looked like a direct election for secretary-general which would mean a bit more of a presidential or at least mixed system), Avasarala might still be a member of parliament, and thus might also have her own district and so also her own constituents, but those would not be all of the citizens of Earth, only those in her district.
