This was a bit of an odd episode, I'm guessing they just wanted to do a sort of high speed chase were the villain wasn't Team Rocket? I don't hate the idea honestly, but I feel it could have been executed a bit better. Oh, also I will bring up again that we will eventually get proper non Team Rocket villains that aren't jokes lol, we're still in the early days of the series.
