It's Rad Racer, Square's racing game series that Nintendo positioned as a competitor to Sega's OutRun.
As a personal aside, I remember using "rad" in some assignment in first grade and my teacher told me it wasn't a real word. Then I insisted it was because of this game, and she said it didn't count. This was the late 80s, though not I like expect nuns to be up on the latest slang.
