West "unaligned" is Family settlers, pirates, and small, independant communities. Sparsely populated, and, thanks to the pirates, light federal presense.
East "unaligned" is the Republic Valley. It's more rural and agragrian than anywhere else in The Shell, and culturally distinct from the Heartland, the North, or Duhr. However, they're more or less a tributary to the Family heartland, selling them agricultural products, and relying on their hatcheries to raise their eggs.
Also that little blip of "Family" in the far east is an area where there are a lot of heartland Family outposts. There are enough camps, mines, and artificing outposts to give Family culture a real presense there.
