The story with Bartelby and the Apathy is also a good metaphor for Ozpin and the secrets that he kept. Just like Bartelby did with the Apathy, Ozpin was using secrets to keep everyone pacified so that they didn't go into a panic and draw Grimm with their negative emotions. Unfortunately, that also meant that everyone outside Oz's inner circle didn't know about the danger closing in on them until it was too late (The Fall of Beacon).
