Character growth /development isn’t something that takes short amount time to achieve in like one or two arcs it takes a long time and under specific circumstances and lot always linger path. Deku being “stuck” in U.A prob was a factor especially after the overhaul fight. I believe the author is big fan of American comics and Star Wars, so it was definitely a Batman reference
