I think it's definitely positive when talking about animals and young kids. But when talking about adults, it depends on people. Some people want to be more associated with ตั้งใจทำงาน ทะเยอทะยาน (ambitious) etc. So you need to be kinda careful when describing someone as ขี้เล่น.

2023-01-10 11:42:14 +0000 UTCI see that the pattern I learned from https://www.patreon.com/posts/pdf-for-ep36-in-73298797 has made an appearance: ขี้เล่น - In episode 36 we learned that this is used only for negative characteristics, so I'm surprised to hear it applied to เล่น - play. I would normally consider being playful to be a good thing. Is being playful considered a negative thing in Thailand? Or does it acquire a negative connotation (mischievous) when used with ขี้?
