Not quite right from what we know the Evangelist wants to restart the Great Cataclysm which will basically kill everyone (remember the map last episode and how much land mass was lost from just a single one of those). For that to happen they have to gather 7 people I think with Adolla bursts. Inca was the 5th pillar so they need to get two more than capture Shinra for their plan to be complete.
