The population is getting out of hand, resources are running thin and the world is running out of space for people real fast. For this reason, Vore was finally made legal and Preds could now get a license and legally consume people. However, there are restrictions. each pred is only allowed a certain amount of meals a month. This is based off of the local population, how many other preds are in the area, how quick you digest people, etc, etc. With more men in the world than women, you're able to get away with digesting more people if they happen to be dudes~ People can enlist themselves as prey, and have free housing and utilities, as well as extra spending money each month. However, if they get eaten, there is no legal repercussions, unlike eating someone who isn't in the prey database, where there's a large fine. enlisted prey get a wristband they cannot remove that sends out a call when it receives acid damage to inform the government that the person wearing it is digesting. Here we have a scenario where a licensed Pred is going under investigation after several bands went off in the same area. He's already over his limit by 5 guys and now might do something a bit more drastic to cover up his tracks~
