Ok I managed to reproduce the problem, I think it happens to some story mode files that create conflict. I'm looking for a solution.

2020-07-20 18:36:20 +0000 UTCI searched Google (Street Fighter V-Champion Edition 100 save) and unlocked everything that was locked. apply the save file, all characters' all costumes will appear. And I did the following (STORY → Costume Settings → General Story Settings).
