If I'm be entirely honest, there's no easy answer. The simplest philosophy would be to save many people as you're able to, without crossing your own boundaries. But then you'd have deal with burden of those you failed. Utilitarian vs. Ideological philosophy is a tough debate. In the end, a person has to accept their limitations, and realize this: You can't save everyone...

I would say a hero would have to follow human rites. The Hero should not kill a person but bring them to a judgt. Archer is more a soldier for the counter force then a hero to the world in my perspective. A hero can't walk away from poeple that need help. In kiritsukus case would i say. He can not walk away from 200 people to save 300. Save the 200 first and then see what happen then. (Just my thoughts)
