I always suspected or knew that there was red tape, but I would love to know more about each site's specific needs. As atour guide of historic sites, I am often asked questions like "why isn't this dug / restored / open?" Some answers I can give from my knowledge, but TT is a great educator in this to someone like me.

Do you generally find that municipalities, government entities, and utility companies are eager to work with Time Team? My own permitting experience with local government has taught me that not every permit request is given the same level of attention or priority. I suspect Time Team's reputation earns it at least fair treatment. Though, I wonder how much Jim's anticipation of site requirements and knowledge of the governing entities determines the level of service provided to the team.
