The man with a weird body complaining about the color of the crosses on the map is suppose to be king George III I believe. He did suffer from madness but believe they over exaggerated some for drama. The older man he was talking to was his secretary. The older man (played high sparrow in GOT) is head of the east India company (them being all powerful also exaggerated for dramatic effect)
