You probably won't have to, if I know his type he'll cave once you get legal with him, but all these 'civil issues' are called such because they're grounds for suit.

I was just gonna say, I've been thinking for a while now if there's something dodgy going on with this construction project. It seems well beyond incompetence at this point, and a lot of money must be moving somewhere to have this much work going on. Or maybe it is just incompetence and the prick has bottomless pockets. ¯\_(ツ)_/¯
