I think the burned building scene was supposed to be Larys's spies burning down the dwelling of the White Worm (unclear of they succeeded in killing her). From that transactional scene with Alicent, it seems like she was 'paying' him to take out the spy network that allowed Otto to beat her to find Aegon.
