2018-01-17 09:08:06 +0000 UTCIf your are referring to the utterance of "There must always be a LIch King." I saw it in the Arthas' Death cinematic from Icecrown - and that was the spirit of King Terenas, not Uther. Was there another time where Uther said that? Maybe in Halls of Reflection?
