If you don't get any progress, after documenting (I've been advised to send emails to myself since they're timestamped) all harassment and persistently talking to the EEOC department, tell the chief of your branch. If you still aren't getting anywhere tell them you'll go to the news. More likely than not they'll concede at some point down the line.
