You need to create more Sugar Mommies and Daddies yourself. You can do it through cheet commands in the Setting menu in SugarLife tab on a computer.

But I wonder if there's a case to be made for teens being able to ask for the lower allowance, leaving the Sugar Daddy/Mommy hopeful that things might progress further later.
