I give props to Lucious for him being timid with using his wand too quickly. Even after he moved in front of Harry the first time and just held his hand out. Restraining Bellatrix from going off on him, and trying to be semi-diplomatic. Its a credit to how well his character is written. He's not about being malicious or mean for mean's sake. He has a purpose to his persona which is reflected in his mannerisms and politics.
