But I'm not sure how to square this with Ling's previous statements (page 96) about Azazel being a title, and there being an established "drill", or process, for electing one. I guess that could have been the case, and the friend she's talking about here was elected to the position, or it could be a story she invented for the Mezzode Liberation Front, to act as if it had a history, a tradition to pass on, because she didn't want to reveal the actual story behind it.
