### Chapter 115: Could This Guy Have Some Strange Fetish?

Garp didn't feel like he was getting to know ninjas better; instead, they seemed even more enigmatic.
These ninjas might not possess the same overwhelming power as the Navy, but their methods made Garp feel uneasy.
These people could potentially overturn the entire world with a simple gesture. They could even bring down the pirate era that Roger started, making them a truly terrifying group.
"Who would have thought that an old man like me would be troubled by such a brat?"
Garp sat on the ship, taking a few deep breaths as he contemplated how to deal with Uchiha Raijin.
He still couldn't figure out what this guy's real intentions were.
He had come to Dressrosa to investigate these people. But the more he investigated, the more it shocked him.
This country likely hid a massive secret, and Uchiha Raijin was definitely not as honest as he seemed on the surface.
Garp suspected that this guy harbored immense ambitions, waiting for the right moment to unleash them.
What a terrifying guy! What exactly does he plan to do?
Garp sat on the ship, deep in thought, trying to piece together Raijin’s actions and the situation in Dressrosa.
But it seemed like this guy was just trying to strengthen his clan, much like Whitebeard. There didn’t seem to be any other motives.
This guy must have inherited Whitebeard’s ways.
Whitebeard was always looking for sons on the seas, while Uchiha Raijin was focused on expanding his family.
These two had incredibly similar goals.
However, there were some differences. Whitebeard had grown up lacking love, so he started collecting sons as he sailed the seas.
On the other hand, Uchiha Raijin seemed singularly focused on making his clan stronger, as if he had no interest in anything else.
He was even willing to sacrifice himself to grow his family.
Whenever someone in the Uchiha clan got married, Raijin would have a satisfied smile on his face, almost as if he were the one getting married. It was bizarre.
Could this guy have some other strange fetish?
At one point, Garp thought that this guy was crazy—and not just a little crazy.
But now, it was clear that there was more to him than just that.
An hour later, Raijin, Zephyr, and Shiranui Genma returned together.
They didn't bring anyone back and even returned empty-handed.
Garp knew that Raijin had some sort of portal and had probably sent the people back to Dressrosa.
The three of them wore broad smiles on their faces as if they had successfully completed their task.
A bunch of scoundrels!
Garp’s evaluation of Zephyr had changed. Ever since leaving the Navy, Zephyr had become increasingly corrupt, losing all semblance of a former admiral.
The current state of Aokiji and Kizaru was likely due to Zephyr’s influence.
"Vice Admiral Garp, I recall you saying that the East Blue shouldn’t have any pirates ruling territories, right?"
As soon as Raijin got back on the ship, he looked directly at Garp.
Garp was momentarily stunned but quickly smiled broadly.
He might not be able to guarantee other things, but he often returned to the East Blue. Every time he came back, he would clear out the pirates there, leaving none who posed a threat. They didn't even have a chance to survive.
Only a few small-time pirates were left for the East Blue Navy to deal with, which also served as training for them.
The East Blue’s peace was largely due to his efforts.
And he could guarantee that there were no pirates ruling territories in the East Blue; after all, it was something he had worked hard to achieve.
"Of course! I've always helped keep the East Blue free of pirates."
"Those guys don’t even dare to loiter in the East Blue, let alone rule over it."
"I’ve personally cleared out the pirates in the East Blue. How could I not know about it?"
Garp's mouth curled up in pride, his face full of self-confidence.
He was just waiting for Raijin to give him a thumbs up and praise him.
"But that’s not right! As far as I know, there’s a pirate from the New World who’s ruling over territory in the East Blue."
"Not only that, but they’re colluding with some East Blue Navy officers, giving them a cut of hundreds of thousands of Berries every month."
"They’ve taken over dozens of villages, and the East Blue Navy doesn’t dare interfere, allowing them to act recklessly."
"Could it be… that this has something to do with you, Vice Admiral Garp? Otherwise, how could they be living so well?"
Raijin looked at Garp with a thoughtful expression, almost as if he had already concluded that Garp was in cahoots with the pirates.

### On the Ship: Suspicion and Tension
The other Marines on the ship might not have shown their thoughts, but Zephyr's eyes had changed. He looked at Garp with sharp intensity.
Hearing Raijin's words, anyone would misunderstand. Moreover, based on Garp’s earlier responses, it seemed like the Navy officer collaborating with the pirates was indeed Garp.
However, Zephyr didn’t rush to conclusions. He was still waiting for Garp to explain himself. Without a reasonable explanation, Zephyr was ready to have Garp removed from the Navy.
Even though Zephyr had started to appreciate Dressrosa, the Navy was still where he had dedicated his entire life. His heart and soul were tied to the Navy, and he wouldn’t tolerate the Navy heading down the wrong path.
The legalization of pirates had already pushed Zephyr to his limits. If anything else went wrong, he was prepared to take the Navy into his own hands. He might even consider leading Raijin and his people to directly attack the Navy or form a new Navy altogether.
"How could that be possible! How could an old man like me do something like that!" Garp's forehead was beading with sweat, his emotions in turmoil.
Garp could feel the pressure rising as Zephyr’s gaze bore down on him. He feared Zephyr might smash his fist right into his skull at any moment.
"Raijin, where exactly did you hear this? Are you trying to smear my name? Zephyr, this brat is slandering me, slandering me!" Garp was visibly nervous, beads of sweat continuously rolling down his face.
Zephyr, however, wasn’t interested in listening to Garp’s excuses. The Navy had seen its share of bad apples, so the idea of a Marine officer colluding with pirates didn’t seem all that far-fetched to him, even if it was Garp.
"Raijin, where is this place you're talking about? I'll go there myself and see if anyone is really in league with pirates. If I find out that it’s true, I’ll personally see to it that they're kicked out of the Navy," Zephyr said coldly, showing no interest in Garp’s protests.
"We're heading to our next stop, Cocoyasi Village! There, you'll find the strongest pirate crew in East Blue," Raijin said with a shrug, explaining the situation regarding Arlong and his crew.
"They’re a group of fishmen from the New World. They were captured once but released because Jinbe became a Warlord of the Sea. The Navy gave Jinbe face and let them go. But they realized they couldn't carve out territory in the New World, so they came to East Blue to build their strength, ruling over villages and growing their crew."
"Who knows how many villages have suffered under these guys."
Raijin shrugged again, showing little concern. After all, fishmen didn’t interest him much—they were a different species altogether. He wouldn’t bring harm to the Uchiha clan, and he certainly wouldn’t allow them to marry fishmen.
"Who let those fishmen go?" Garp asked, stunned by the information.
"Admiral Borsalino."
"Kizaru, huh! Well, that explains it," Garp muttered, feeling a wave of relief. He knew Kizaru well enough to understand that he likely let the fishmen go out of laziness, using Jinbe's status as an excuse.
"Let’s go check it out," Zephyr said flatly, ordering the ship to set sail for Cocoyasi Village. Inside, however, Zephyr was already planning how to deal with Kizaru. It was high time the admiral learned a lesson.
At Arlong Park
"Brother Arlong! A bunch of Marines is headed our way!" A fishman surfaced from the pool and called out to Arlong, who was lounging in the sun.
They didn’t show much reaction; ever since they settled in Cocoyasi Village, the Arlong Pirates had been challenged by the Navy numerous times. The Navy seemed to pin all their hopes on each new attempt, but the results were always the same.
"Another bunch of fools?" Arlong grumbled, raising his sunglasses slightly as the sun’s glare bothered him.
