Kakashi lifted his eyelids and glanced at Raijin. This guy never missed a chance to use underhanded tactics, but such tricks didn’t work on him. Whether or not he met Kushina didn’t really matter to him anymore; it wasn’t something that would move his heart.

"As long as their demands aren’t excessive, you can agree to them," Raijin added, noticing Kakashi’s silence, and feeling a bit bored. Kakashi was becoming less fun by the day.

"Fine! I’ll choose my own team then," Kakashi agreed, nodding.

As for bringing his girlfriend along, he’d have to discuss that when he got back.

"What about the World Government and the Marines?" Kakashi asked. "It seems like the Vinsmoke family has some strange relationship with both."

For years, the Vinsmokes had been stirring up wars in the North Blue, but they hadn’t drawn the attention of the Marines or the World Government.

"Dressrosa cares about the Marines' opinion? If you’re really worried, take Zephyr or Garp with you. Even if they have opinions, they won’t say much," Raijin replied confidently. After all, he now had the strongest network across the seas.

He had only recruited Zephyr, but that was enough to pull half of the Marines to his side. Zephyr’s influence was immense, and now, with Garp in the picture, there was no need to say more. He also had inside contacts within the Marines, with Tsunade adding weight to his influence. Apart from the three admirals, there wasn’t much in the Marines that could stand in his way. The World Government was a bit trickier to infiltrate, though.

"I understand," Kakashi nodded.

He decided to bring along Shiranui Genma as well, indirectly helping Dressrosa open the path to the North Blue. Once that connection was established, their influence could spread there. Tobirama Senju, with his Flying Thunder God technique, could take Genma's previous position in Dressrosa. Raijin had already planned Tobirama's path after being reincarnated. Next was getting him to submit to the Uchiha clan—a difficult task, but with Konoha gone, the challenge was less daunting.

Before long, Raijin found Tobirama and brought him back.

"This must be another world, right? I can’t sense the Flying Thunder God mark I left behind," Tobirama observed, having transformed back into his original form thanks to White Zetsu’s abilities.

He remained as arrogant as ever, glancing at Raijin sitting on the throne with a twitch in his lip. This Uchiha kid was too brazen. Even Uchiha Madara back then only gave him a condescending look when using Susano'o.

"That's right, Tobirama. You should know that an unknown world holds endless possibilities," Raijin said, glancing at him. "You've been briefed by Genma. Our Uchiha clan needs your talents—though not to fight. We need your genius for invention."

Of course, Raijin made it seem like he didn’t care much.

Tobirama’s eyes narrowed at Raijin. No surprise, this guy was an Uchiha. The attitude felt familiar, reminiscent of Obito before he unlocked his Sharingan—arrogant, dismissive, never taking people seriously.

"You want my forbidden techniques, Uchiha?" Tobirama smirked.

While intrigued by Raijin's resurrection jutsu, he had no interest in working for the Uchiha. He could work for Konoha, but never for them, knowing all too well their tendency to push boundaries.

"I've already taken your forbidden techniques from Konoha," Raijin said nonchalantly. "I have a team more advanced than you to complete your half-finished work. What I want from you is your creative thinking and your talent for developing jutsu. Here, you can experiment with new jutsu as much as you want. There’s no one to stop you. Plus, we have Hashirama cells you can study."

Raijin explained how Tobirama could explore new fields and that the age-old enmity between the Uchiha and Senju was no longer relevant.

"I'll join," Tobirama interrupted, eager to explore the ideas he hadn't had a chance to test before his death.
