It would have worked better with Jay as IC champ but imagine Kofi as Ref and Xavier trying to get his first IC/World title and Kofi doesn’t take advantage of being the ref and calls it down the middle and Woods loses? The way WWE has been booking their slow cook breakup that would be the perfect boiling point for Woods to turn ala Batista/Rey 2009 YOU WERE SUPPOSED TO BE MY FRIEND
