So the droids were never actually programmed to give 1 liners and be goofy. Origionally the battle droids did not have I dividual intelligence, they were controlled via 1 main server.
This was a flaw that we saw exploited in episode 1 where child Anakin destroyed the server rendering all droids useless.
The separatists fixed this by having every droid run on their own, however the battledroid processors were never meant to run that much, the individual intelligence over stressed their processors which had the side effect of making them"chatty"
The super battle droid, the bigger grey ones, were designed front the start to have individual intelligence and therefore had better processors. This is also the case for every other droid.

Info on Plo Koon if I remember correctly. He's a really old master jedi, and a war veteran of a previous war where he kicked some ass, being now one of the rare jedi to be an actual experienced general.

Plo Koon is a damn goat. Dude is one of the most badass Jedi in the series.
He also has one of the most badass clone battalion, the 104th Clone Battalion “The Wolf Pack”.
They are right up there with Anakin’s 501st Legion (blue clones)
Each Jedi has their own battalion of clones
Anakin - 501st Legion (blue)
Obi - 212th Attack Battalion (orange/yellow)
Plo Koon - 104th “Wolf Pack” (grey)
Yoda - 41st Scout Battalion (green/camo)

Master Plo Koon is the show's creator Favorite Jedi... Dave Filoni.
Admiral Yularen (AKA Anxiety Boy) is voiced by Tom Kane, who serves as the narrator of the show as well as providing the voice for Master Yoda.

Plo Koon is such a real one, i get why he's Dave Filoni's favorite Jedi.
Also Alicia... while you're right when you say that probably no one would come for them if it was just clones in this situation... the aim of the "Not to Me" scene is more to reafirm Plo Koon's believe that every life is valuable, trying to comfort his men by saying that IF HE was the one out there (instead of Anakin and Ahsoka) he would do anything in his power to try to rescue as many clones as possible.
And this is not to say that Anakin and Ahsoka don't care for the lives of Clones... they do as well... but both of them are characters driven more by personal connections, they will do anything they can for the people they know and care about... but won't stress themselves so much with strangers... as opposed to Plo Koon who cares for everyone else more equally.
Anakin and Ahsoka are not bad people for this, they simply have different priorities than a Jedi like Plo Koon, which is what makes them much more relatable to regular people like us.

Admiral Yularen showed aprehension/concern about Anakin once and suddenly he's "captain anxiety", don't get me wrong I have no love for the man but that's because he's one of the guys in that room on the deathstar with Vader and Tarkin, during the Clone Wars tho he was a fine admiral.

Important to note that filoni thought that character growth had to be something the watcher felt. Ahsoka is written as she is early on to intentionally invoke those reactions. That way, later on, her growth as a character isn't superficial, it's felt.

Y'all are being mad unfair to Ahsoka and Yularen (the dude you think has anxiety.) Ahsoka made a very fair point about Anakin scolding her for not following protocol and then does it himself. And Yularen is just a cautious dude who has to serve under a Jedi who does the most bat shit crazy things and mostly just survives off luck.
