Feifas are single shot muzzle loaders, Shisou wouldn't have time to reload before Jinshi or Basen cut him down. Once Shisou tried to kill Jinshi, who is the Crown Prince to the guardsman his life was forfeit, no arrest. Loulan being Shisou's daughter means she would have been arrested, taken back for public execution, but attacking and cutting the Crown Prince the guards were supposed to be protecting they immediately reacted to kill her. As Loulan said, all the corrupt members of the clan followed Shenmei, any members who protested that they were doing was wrong had their name strpped and banished from the clan. Loulan's request gives them their life back and the corrupt ones get executed as being part of the rebellion and embezzlement of the empire. And indeed what was glinting at the end?
