My guess is that like most video game persuasion magic, it doesn't work on players. If Susan used "the voice" on J, it would not work any better. It's possible that this is also true for its effectiveness on Rhoda, and the yet to be seen Hero of Archery or whatever their title is. However, if that is the case, Rhoda is much better at playing in character. Admittedly, Rhoda does seem like someone who would be better at playing in character.

Fable's morality system was a lot closer to "nice vs mean" then anything else. And interrogating someone, rightfully or not, is often mean. At least, that's how I interpreted it.
