I don't know if the joke about every adventurer having rope as standard is still relevant, or if I'm even remembering that detail about default equipment in at least one RPG correctly.
If I'm not, then, um... This ISN'T a reference to anything, what are you talking about, this is just a thing with the specific unspecified RPG that they're playing.

Sometimes you can find two prices for rope, depending on whether it's regular (hemp) rope or fancy lightweight silk rope.

Yeah, I've been playing since 1st ed (1977)(those books look centuries old now), and rope always has a price.

It's weird the GM said that they couldn't find a listed shop price for rope since I thought it was in the PHB, since it's one of those items that PCs always want to buy. Maybe I'm remembering wrong though

You say it's a ridiculous amount of rope, but I remember the following conversation:
player: ... and I want to buy 200' of rope.
GM: You don't have to buy rope. We assume every PC has some rope.
player: How much rope?
GM: Um, let me check. ... 50' of rope.
player: OK, so I want to buy 150' of rope.
GM: You won't need the rope.
player: I want the rope. How much does it cost?
GM: I don't know. It's not listed in the shop price list. We assume every PC has rope.
I don't remember where it went after that, but I do remember that the player managed to use all 200' of rope by the end of the adventure, as well as all the 50' lengths that the other characters used, and determined they were going to bring more the next time.
How? They tied open every door. They bound every corpse. Many times, they tied torches to ropes and flung them forward to light the hall way ahead of them. I do not remember all of the ways they used rope, but they were many and varied.

Personally, every DnD adventure I go on, people carry a ridiculous amount of rope, so I'd say it's definitely relevant.
