you'd rather the kids rush into danger and die? Thats why the laws put in place, it went well for them then and they had no other choice however the law is in place so kids with no proper experience in being a hero don't put themselves in danger unnecessarily and get themselves killed. Unfortunately if their victory spread it would only encourage young teens to behave like heros but in some or a lot of cases thats the wrong thing to do and will likely get them killed. Its like telling someone who's just started studying to be a policeman not to rush into danger, because they aren't actually policeman yet, have no or hardly any experience, could make the situation worse or get themselves killed.
