So just because he wasn't part of the code so that Dex can premeditate kill doesn't mean he doesn't have a right to kill if his life is therenghted. So in this instance Dex has not done anything wrong.

Dexter is a sociopath who doesn’t react like normal people, so the fact that he doesn’t feel remorse for killing an apparent innocent person is typical. Remember the killing of only proven killers is just learned behavior so that he can assuage his need to kill.
