when they go for P.I. the cells open and they have free time in the yard, also he could be at the doctor's and come in later,so if he's not there when they coming it can have some excuses, but when the guard comes to check later on them and they ask where he is , if he's not there they search for him in the yard, hospital, etc, and he will not be there because he is in the pipes, so that's why he's expected to be there. About the water and the rope, he went up to tie the rope so he can go up and down that room with a rope anytime he wants.
