So the Soviet Union is a Communist state. This means the State own all the means of production. Every factory, every hospital, every nuclear power plant is own by the state. Boris, the political guy with the scientist, is like the Secretary of Energy. He's on the Central Committee. The Central Committee is the ruling body of the soviet union. It's why the head of the KGB is on it. The guy with the red birthmark on his head is Gorbechav, the General Secrtary (IE the head of state of the Soviet Union). While the power plant has no economic reason to run at full power and as dangerous as they did, they are incentivized to be good workers and support their fellow Russians by producing as much power as possible for the people. So there is no company.
