The actor who originally plays Baelfire is a lot older and they needed a younger Baelfire, so that’s the reason behind a different actor. The curse on the town line was put there by the Evil Queen to prevent Snow and Charming from leaving Storybrooke from when she ordered the Count of Monte Cristo to kill them (in episode 2). The Evil Queen didn’t have to “bite anyone.” Robin and Zelena were trying to break the curse on the town line (that failed) when Robin tried pouring the potion on the town line. Some of that magic (supposedly) splashed onto Robin, so when she bit Robin, her curse broke. Hope this helps!
