The reason why not the most powerful/invincible supes get chosen for The Seven is simple: marketing. You need people in The Seven with powers that seem cool not harmful to get the movies and merchandise made and people buying into it. Cindy (the girl who blows people's heads off with her hands) would seem terrifying and not cool. What Lamplighter does is a classic action-hero-power. What the public doesn't see is what happens when one of the big heroes screws up - you get exiled and your career is going to shit (like with A-Train, Lamplighter or The Deep).
