Klaus said to Jackson when they were speaking that at least part of the reason he's siding with them is because they'll be an army he can use to protect his unborn daughter. The vampires are an army too but they aren't loyal to family like werewolves and since Hayley is with them, they'll feel very protective of her and Klaus' daughter. But Klaus always needing control, isn't going to just trust that, he wants something to give them to make sure they're with him as well.
