Yeah Lt. Orson is going to prison. He murdered 2 people. No matter what she did, even if he'd just gone after her, what he was doing was murder. Vigilantism is illegal. Plus they have more than enough evidence to connect him to the murders based only on what Hank knows, so being in an ambulance means nothing since after he's treated he's going straight to jail. Remember he also killed two innocent people regardless of what she did. They're both in the wrong. It's a blood feud between Bauerschwein (pigs) and Blutbaden (wolves).
