King Horak killed that nobleman because he was getting a head count as well as checking out there setup. Lagatha and Bjorn left Ragnar when Bjorn was between 13 and 14, she divorced him and months later married that Earl so that he son could have a good life which is why she puts up with him. Jorl Borag took his vengeance out on those he knew he could actually get to. The words may have come from Ragnar's mouth but King Horak was behind it and Jarl Borg didn't have the man power to go after King Horak's land and family. When raiding foreigners lands or another Vikings land there will always be violence and bloodshed no matter the age. You wipe out families so noone can come after you later to claim revenge.
