It doesn’t matter that she is or isn’t over Lucifer. In her head Lucifer is delusional ,doesn’t commit, only sees her as a coworker, and pushes her away anytime they get close. Also I imagine as a woman it’s really hard to actually say no during a proposal, that pressure is always there. A proposal doesn’t always indicate an immediate marriage it’s a sign of commitment which is one of things Chloe wants.
