Although Simon does have romantic feelings for Clary, she is still his best friend. It makes complete sense why he would reach out to Clary in crisis. Clary just had her whole world change, a couple of weeks ago. Simon is going through the same thing. Of course he wants to talk to his closest friend in the world who just had a similar experience to what he is having now. Camille attacked him in the end, just after saying that he would have turned back to normal. So, he might never go back to normal.

They haven’t actually told us yet the way people become vampires in this show. Jace just said it was more complicated than just being bitten a few episodes ago. Simon is calling Clary because she’s the only one he trusts who knows about vampires and stuff. Maybe he could call Luke but right now in a world where he doesn’t know what the hell is going on (and has been since episode one), of course he reaches out to his best friend. Especially since for most of this time they thought Luke had betrayed them. Now he knows the truth but still he’d go for Clary first and probably hope the Shadowhunters could help him since he thinks he’s sick.
