I always thought that Sam cried because he was emotionally and physically exhausted after an afternoon/evening of riding around with his friends and then fighting with Neil. Remember that he had to get up early that day too to visit Neil's Dad at the Dentist. Then when his parents give him an Atari it is like emotional whiplash. As far as Neil's dad? I think finding his fathers car in another persons garage, along with all the other evidence, is pretty damning. Also at the top of the episode Neil's Dad stops home in the middle of the afternoon to change his shirt because "root canals make him sweaty" as Neil puts it. That too is pretty suspect.
