Delilah is a survivor, who has experienced the absolute worst of men. Of course she is going to believe the absolute worst when it comes to Joe, especially with how much time Joe has been spending with her sister. She does not trust him, and honestly shouldn't trust him at this point. Regarding Love and Joe, I actually find her approach to everything refreshing. To us, it may be like things are going super fast, but she is a woman who acts on her feelings because life is too short. She's a bit intense, honestly, but so is Joe. So, I think they are a pretty well-made match. Joe thinks about Love all the time. Love thinks about Joe all the time, albeit in different ways. Love wears her heart on her sleeve and she's not afraid to say what she wants. I appreciate that about her. Sometimes, you cannot help the way you feel. And yes, everyone thinks Joe is crazy. And most people don't, or shouldn't, like his character.

Also, regarding your question what made the neighbor suspicious of him is nothing in particular. It's just "the nice guy syndrome". He goes out of his way to be perceived as a regular nice guy. Those guys usually turn out to be, well, not so nice. At least that's how I understood she sees him, that he tries too hard to be the nice guy and it rubs her the wrong way. I get that. Some girls, especially the ones that had experience with sexual predators are more intuitive that way. Hope this helps.

Jo is in no way supposed to be a likable character, but the show is produced in a way that we see everything through his perspective, and in his head, he is a good guy who sees his obsession as love(this is a book adaptation which is also written from Joe's perspective) Of course, time to time we are shown that he does the good things(taking care of the neighbor's kid in the first season etc.)so that this way he is more complex and layered character and so we wouldn't hate him completely, otherwise he wouldn't be a protagonist.
