When Klaus initially had a witch curse the house to trap Kol’s witch friends it was just meant to be a punishment for Kol. Over the years witches have turned The house into sort of an “insane asylum” for witches or those “broken” by magic. The ones in the house can’t really do magic because the medicine they force prevents it, which is why no one fights back or makes it out. Kol has no idea about Freya. He simply prepped a body that was already stuck in the house to get back at Rebecca
